Bryan has been involved in the leadership of Capital since joining the firm in 1997. Bryan brings over 30 years of expertise in a broad array of project types and sizes including and healthcare, laboratory, central plant, office, large retail, military, energy management, hotel, and educational. Bryan is active in Lean and IPD community and is a firm leader advancing the internal development of Lean implementation and collaborative practices and in BIM development, implementation, and collaboration firm-wide.
JOHN LIONAKIS, SENIOR PRINCIPAL, PE
Engineering and Production Support Leader and Core Team Member
John joined Capital in 1982 after receiving his Bachelor of Science degree from California Polytechnic State University, San Luis Obispo. Through his successes at Capital, John has developed expertise in management, mechanical design, and supervision skills, earning him the role of Principal and Vice President of the Firm. During his 30 year tenure with Capital, he has developed expertise in energy conservation, complex mechanical systems, building management systems, fire protection and large built-up mechanical systems.
THOMAS DUVAL, SENIOR PRINCIPAL, PE, LEED AP
Director of Education and Core Team Leader for Quality Assurance and Training
Tom joined Capital in 1983 with his Bachelor of Science degree from California Polytechnic State University, San Luis Obispo. He provides expertise for a variety of facilities including buildings which facilitate convenient service and create a sense of community pride, including K-12 and higher education, hotels, civic centers, libraries, military, state and national parks, community centers, and fire stations. His experience includes new facilities, as well as additions and renovations, which have interfaced with operational systems, minimized disruptions, and allowed existing facility functions to continue.

Lowell joined Capital right out of college in 1979 and has been an integral part of the Firm’s success ever since. Lowell’s expertise in sustainable building practices, commissioning, and seismic issues coupled with active partnerships in State policy making on educational and healthcare facility design enables Lowell to position the firm on the forefront of the industry. As past president, Capital evolved and grew into one of the largest and most respected engineering firms in California.
ANTHONY COLACCHIA, PRINCIPAL, PE
Director of Civic/Justice and Core Team Leader for Engineering Standards
Anthony, a graduate from California State Polytechnic University, San Luis Obispo, joined Capital in 1991. During his 20 year tenure with Capital, Anthony manages the Civic and Justice market sectors with extensive experience in courthouse, detention, and treatment facilities, both at the county and state level. His project portfolio includes airports, offices, healthcare, university, office, data centers, central plants, laboratory, and parking structures. His work involves many different delivery methods including integrated project delivery, design-assist, master criteria engineer, and design-build.
MICHAEL MINGE, PRINCIPAL, LEED AP
K-12 Education Team Leader
Mike has served as Project Mechanical Engineer/Mechanical Designer for HVAC and plumbing on more than 1,000 projects since joining our firm in 1980 after graduating from Central Washington University. His responsibilities encompass providing day-to-day "hands-on" management for the mechanical engineering design team, development for design concepts, supervision, and management for projects which include educational facilities, community centers, aquatic facilities, and commercial offices.
STEVE MYERS, PRINCIPAL, PE, LEED AP BD+C
Science + Technology Team Leader
Steve graduated with a Bachelor of Science from the University of California, Santa Barbara in 1979 and joined Capital in 1986. He has extensive experience in the design of environmental systems for all types of buildings including those containing state-of-the-art mechanical systems found in today's higher education facilities and advanced technology companies. Steve applies innovative master planning and design solutions to new and renovation projects for healthcare, office buildings, laboratories, kitchens, and educational facilities.
MATTHEW EBEJER, PRINCIPAL, PE, LEED AP
Director of Los Angeles Region and Core Team Leader for Production
Matthew, holding a Bachelor of Science degree in Chemical Engineering from Michigan State University, East Lansing, MI, brings 35 years of cumulative MEP system design experience and sustainable design practices to the Capital team. His extensive experience encompasses new construction, renovation, and modernization projects ranging from educational, industrial, research, and manufacturing to commercial and healthcare. Matthew has had involvement with all phases of projects from feasibility studies, master planning, prepare and provide documents for various project delivery methods design-build projects, design-bid-build, etc., energy audits, due diligence studies, and system capacity studies to determine future expansion capabilities. As the Director of Los Angeles Region, his day-to-day responsibilities include regional business development and the management and growth of our Los Angeles office.
KEVIN STILLMAN, PRINCIPAL, PE, LEED AP
Civic/Justice Team Leader
Kevin, holding a Bachelor of Science degree in Mechanical Engineering from California Polytechnic State University, San Luis Obispo, has served as Project Mechanical Engineer and Project Manager since joining Capital in 2002. His current role provides day-to-day "hands-on" management of the mechanical engineering design team, development of design concepts, and management of engineering and documentation, and general project administration.
CHUCK SHINNEMAN, ASSOCIATE PRINCIPAL, PE, CxA, LEED AP BD+C
Director of Sustainability and Optimization
Chuck is responsible for overseeing the firm’s energy programs and commissioning, and plays an integral role in expanding the company’s capabilities, including commercial, healthcare, and government facilities. Mr. Shinneman’s specialties include engineering, technical analysis, energy management, alternative energy systems, whole building commissioning, and LEED certification.
ART DAVIS, FCSI
Foodservice Consulting and Design
Mr. Davis brings over 16 years of foodservice consulting and design services to Capital since joining in 2007. Working directly with our mechanical teams or independently for clients, Art has extensive experience with custom stainless steel fabrications, including steel sinks and counters including knowledge of metal gauges and fabrication options such as laser verses water jet on a multitude of projects including K-12 and higher education facilities, ski lodges, correctional facilities, hospitals, restaurants and places of worship.
PLAMEN HRISTOV, PMP
Director of Design Technology | Associate
Plamen brings 8 years of experience in the AEC industry in his role as the Director of Design Technology at Capital. His responsibilities include implementation of BIM, IPD, and Virtual Design, plus training the staff for increased proficiency in Revit and BIM. Prior to his role at Capital, Plamen conducted training and consulting for a major Autodesk reseller and lectures at numerous events including Autodesk University, Revit Technology Conference, Ecobuild America, AUGI CAD Camp, Ideate Presents, various universities and others. He has published numerous articles at Edge Magazine and at AUGI AEC including his most recent publication of the book Mastering Autodesk Revit MEP 2013. Plamen continues to be a top presenter at Autodesk University and the Revit Technology conferences and brings the perspectives gained from his practical experience.
